I believe the answer is: d. can be challenging, as different cultures define rights differently.

For example, we can argue that women rights are different in western and middle east culture.

What considered as a 'violation of human right' in western culture does not necessarily considered as so in other culture (such as banning women to obtain education or drive their own car)
