Sand is a resource because it call be used/traded for lots of different purposes. Sand is made into glass, it fills sand boxes or fake beaches, its used to weigh things down, etc.

Sand is an economic resource because the use of sand affects the economy. Buildings and roads are made from different materials including sand.
