Which of the following was NOT a strong state by the mid 1400's

A country that we know to be strong now, but to not always have been strong and specially not being strong in 1400 was Germany: it was a number of smaller united kingdoms at the time, some of them stronger than the others. In a way, "Germany" as such did not exist then.
