    President Lyndon B. Johnson legitimizes the utilization of troops in light of the fact that Governor Romney formally asked for that government troops be sent to Michigan to control the savagery, and in light of the fact that the city of Detroit had totally lost order, and since no local authority had the ability to fathom the crisis, in the words of President Johnson, looting, looting, and brutality had nothing to do with social liberties, nor with the autonomy of each state or city to give the law, as such. For this situation, it was a situation of mayhem that no citizen would endure, and disregarding himself and everybody, he needed to send government troops to control the circumstance and restore peace.
