    The procedure is called a "recall election"!

    A recall election is a election where people only vote whether to remove an official before their term has ended. In the US, the recall election happens very often within smaller administrative disticts and the last one happened in 2018 (and before that in 2016).

    Other countries also allow recall, for example Canada.
