According to the textbook, texas has a "plural executive." what is meant by a "plural executive?"

    While normally a chief executive like a state governor holds considerable power, in a plural executive system, those powers are distributed among a number of different elected officials. In Texas, most officials in the executive branch (with the exception of the Secretary of State) are elected independently. They do not serve at the governor's discretion, and they do not have to work together.
