    I believe the answer is: Joseph McCarthy.

    He made this statement during the red scare, when there was an underlying fear among the citizens that the influence of communist countries has been successfully come and blended in the US. McCarthy also use this as a basis to accuse many politicians as the spies for the soviet union.
