    The statement that best examines the meeting between Khrushchev and Kennedy at the Vienna Summit was: Khrushchev believed that Kennedy was weak and started construction of the Berlin Wall.

    From the meeting, Khrushchev conclude two things from kennedy's character:

    - He won't be able to accept Uni Soviet's way of govenrment

    - He won't take millitary action unless he's forced to

    Based on these conclusions, he decided to separate the eastern Germany that controlled by the soviet union from the west by building the wall
