Therefore, the reason deemed acceptable for a new federal bureaucratic organization to become an independent executive agency is that the Congress expects that the organization would be used as part of the patronage system.

    I believe the answer is: C. None of the cabinet agencies deal with the issues it addresses.

    When this happen, the need to hire new workers with completely different skill set would arise. In this situation, it would be best to create an independent executive agencies so the current check and balance system would not be disturbed.
