The separation of powers is a system of checks and balances that is supposed to prevent tyranny or one part of the government becoming too powerful. How it relates to legislature is that one branch (congress) proposes and votes on new legislature, another puts the legislature in practice (police, president, or other executive powers), while the judicial branch decides whether or not the legislature is according to the constitution and how it will relate to the real world.
