The reason being that the original vision has not being realized. Employment into the Senior Executive Service has been cumbersome, long hiring process, decentralization of talent development has dampened.

The pay structure for the SES is not encouraging as some employees working under them receive more pay than them.

Furthermore, it has fallen short of expectation because there has not been a proper management system. Private organization has been known to do well in terms of management structure than its counterparts in the government.

Also, there has not been quality training of the Executive. A lot of Executive carry on their task with an archaic approach because they lack the skill sets to do so.
