    The Appalachian Mountains required the construction of a pass through them.

    Explanation:

    The National Road is also known as Cumberland Road because it started the construction at Cumberland, Maryland. However, that part, as well as the part of the road that goes through Pennsylvania today are lying on the Appalachian Mountains.

    Therefore, the construction of the road through the mountains before the industrial improvement and new technologies was impossible. With the advances that were happening at the beginning of the 19th century, the construction of National Road finally began in 1811.
