The reasons behind harassment are varied, but according to researchers, they usually lie in the understanding of gender roles, where males (the main harassers) view women merely as objects of sexual gratification, without any regard for how they feel about it, or even without fully acknowleding them as fellow human beings who are capable of feeling the same as them. Thus, in order to solve this problem, a solution must address the larger underlying issues, such as the aforementioned gender inequality. This is primarily a cultural and social issue, so only social intervention can change it, and it can't be duly accepted as natural or inevitable.
