    Answer: It would make the recipient of that title a dignitary of that foreign power, which is prohibited by the US constitution.

    Explanation:

    It would create a relation, so to speak, between that citizen and the foreign country which ordained him/her as such. In other words, it would make them a representative which is not accepted by the US constitution.
