    B) the ruling in Brown v. Board of Education

    Explanation:

Before the case of Brown v. Board of Education that happened in 1954, the US had racially segregated public facilities under the doctrine "separate but equal". This meant that blacks and whites had separate facilities, including education facilities, but that they had to be equal.

In Topeka, Kansas, Oliver Brown has filed a lawsuit against the Board of Education because his daughter Linda couldn't attend all-white elementary school during the fact that she and her family were black.

Brown has stated that schools for black children were not equal to those of white children, and therefore not only violate the doctrine stated before but are also against the constitution. As Declaration of Independence states, all men are created equal and deserve the same rights which include "Life, Liberty, and the pursuit of Happiness" - if black people do not have the liberty and right to educate themselves the same way and as well as white children, the declaration is violated.

Finally, court rules in Brown's favor and said that education doctrine as it is, is "inherently unequal" towards black. This has established the basis for further fights of civil movements and started the further debate against segregation, as well as protection under the 14th Amendment.
