    Two of the misconceptions that derived from the Anti Drug Abuse Act of 1986 and that the third report wanted to fix were:

    There is no rational medical or penological reason why charges related to crack cocaine are treated as much worse than those related to powdered cocaine. The reasoning appears to be racially motivated. The stereotype of "crack babies" is a false one. Babies exposed to crack cocaine exhibit the same conditions as those exposed to powdered cocaine or tobacco, which are low weight, height or head circumference. Developmental delays and other similar problems are attributed to the environment the child grows up in, not to in-utero problems.
