    Catholic Church during the middle ages was acting as the government and also began the church hierarchy.

    Explanation:

    During the middle ages, the Roman rule fell. After which the Catholic Church became a very integral part of everyone's life. First, it brought people close to religion as more and more people turned to the wisdom and fellowship of Christ. The Church provided immense guidance to people who were seeking and understanding the relation between a man and religion.

    As the Church was providing people with spiritual enlightenment, the Church took on the role as a government as well. It grew powerful with the Pope as its head and took political matters into its own hands. It even got control over the social needs of the society. Even though the Church is not as powerful as it was back in the day, it still brings people close to God and has a great influence when it comes to religion.
