    Explanation:

    The leaders of japan were most likely devastated by the impact of the bombs (i think they were named fat guy or fat man? im reading a book about it rn)

    They most likely didnt want to put them and the citizens of Hiroshima of more pain cus i know that insurance bill was high sky.
