Explanation:

Federal Marriage Amendment act has been started in United States for many times that is once in 2002 then in 2003 after that it continued till 2015. But in 2007 and 2014 it was not introduced.

Federal Marriage Amendment act defines that it is a marriage between a man and one woman. Civil Marriage in United States is governed by the state laws. Each state has the power to create valid marriage conditions. A state has the power to refuse a marriage if it violates the states' public policy. Currently in US the same sex marriage is considered legal.
