    The lend-lease program was a special act of President Roosevelt. This act was passed on 11th March, 1941. According to this act, United States will provide military support and aid or lend military arms and ammunition to any country whose defense was important for the safety and security of United States.

    This act empowered United States to transfer military machinery to some other countries which is of United States' national importance. Roosevelt maintained international neutrality while engaging United States' power in the war.
