The other German states posed an obstacle by suspecting the possibility of the success of Prussia and by denying unification.
Explanation:
The differences that were prevalent between Austria and other German speaking states contributed to the increaseing gulf between the powerful administration of Austria and the rest of the weaker states in the region. The leaderships of most states believed that post-unification, their authorities would be snatched away and they would have to inevitably comply with the decisions of the Prussian ruler.
