    The piece of federal legislation is Section 504 of the rehabilitation act which provides children access to services even though they are not eligible for services under IDEA 2004: unlike IDEA 2004-which children can only be eligible for if they have a disability that is among the 13 categories IDEA 2004 is concerned with-Section 504 of the rehabilitation act provides access to children who have any type of disability.
