    The US Department of State is a Department of the Federal Executive Branch and its main purposes are to carry the US foreign policy and international affairs, it advises the President on matters of foreign policy.

    The Department of Homeland Security is a cabinet from the US Federal Executive Branch and its main purpose is public security - terrorism, border security, immigration, cybersecurity, etc -. it was formed after 9/11. It has a Security Council which advises the President on matters that are related to Homeland security.

    How are cases heard by the Supreme Court?

    Justices of the Supreme Court decide to hear certain appealed cases.

    The Supreme Court decision which cases the Court is going to hear. The decision is taken b at least four of the nine justices of the Court, if four of them agree to grant the petition, the Court will consider the case. But this does not happen very often, just 100 cases a year are chosen by the US Supreme Court. They usually choose cases that are unique and are a present issue of the law that needs a decision.
