The rise of the nationalism swept across the Ottoman Empire during the eighteenth and nineteenth century. Europeans were authoritative that Ottoman Empire should not have a Turkish Sultan. Sultan Mehmed was the Ottoman monarch who introduced millet system; this was a measure to deal with different ethnic subgroups in his empire.

Sultans from the beginning led Ottoman Empire but the people belonged to various tribes and ethnicities. Turks in the Ottoman Empire began nationalistic movements against the sultans and they had reasonable motive to rule the Ottoman Empire.
