Kyoto protocol is an international treaty extending the lowering emissions of greenhouse gasses.

    Explanation:

Effective since 2005, the Kyoto protocol has been effective for all the signatories who have promised to bring down their greenhouse emissions by a certain level visioned by the signing countries.

It is not legally binding to do so however and the US has stayed away as it hasa large lobby of industrialists who profit from oil and regulations on which will hamper the extremely lucrative industry which revolves around the sale of oil and other greenhouse products.
