The leader was in fact a dictator, with no one having more power than him in the country. The anti-socialist (communist) sentiment was very strong, as the fascism strongly opposed its values. The same goes for the democracy, as in the fascism everything had to be controlled by the government, and the people were not allowed to express themselves about certain things.
