Explanation:

Served as the first Constitution of the United States, the Articles of Confederation was proposed by the Continental Congress in 1777. Under the Articles the sovereignty of states was well preserved and have the power to tax, on the other hand, a weak center Congress was proposed which could neither draft soldiers nor control trade. All states were equally represented in Congress, and consent of 9 of the 13 states was required to pass a bill so that it would become law.
