    Parks can be used by anyone, without paying the taxes, since they are public goods: good that are non excluding, and where free rider problem arises, as many people will benefit from these without direclty having to pay the share of the cost.

    Perhaps only the locals, in the neighbourhood where to pay as taxes, and the local goverment provides these.

    A market failure that often benefits people who did not pay but will have continue acces to it.

    Usually the production of public goods are ofr the common good of the peoples.
