Technician A is right.

Explanation:

Parrallel connected batteries give out more current than a single one and this current is necessary for starting/cranking the diesel enginge. The parallel connection gives 12.6 volts but it increses the amount of current which is supplied by a single battery of the same rating. In order to test the batteries, they must be separated so that their discharge and charge rates are checked separately and see which one causes the problem.
