    The Tenth Amendment was included to the Constitution of U. S in 1787 largely due to the intellectual strength and commitment of the Anti-Federalists and their supporters. The powers which are nor granted to the central government by the Constitution, neither restrained by the Constitution to the states, are reserved to the citizens or to the States. It was written to illustrate the limited nature of the powers granted to the central government.
