In a * civilization, you have to know how to write, and the people could in * cuniform. Another thing you have to have in order to be civilized is a * social structure. In the social structure there are * scribes, * merchants, and * artisans. In the people's * culture they were pretty civilized. They had * technolighy like the wheel, * pictographs, and * ziggurats. So yes I think the people were civilized.
