    The Federal Reserve Banks are not a part of the federal government because its monetary policy decisions do not have to be approved by the President or anyone else in the executive or legislative branches of government. Therefore we can say that Federal Reserve enjoys a unique public/private structure that operates within the government, but is still relatively independent of government.
