This is a false statement.

This excerpt in specific is actually a Type II statistical error, not a Type I.

It refers to a false negative, which happens with the acceptance of a false null hypothesis that is actually false. The researcher has no knowledge that there actually is support his hypothesis and yet claims that there isn't.
