    I believe the answer is: To maintain white supremacy

    In order to do this, the government of Georgia established several laws that limited the rights of black citizens during the world war ii.

    For example, they prevented black citizens to vote. Since they have no representative that fought for them within the government, they have almost no chance to receive a new law that favorable to their community. This was one of the efforts made by Georgia officials at that time to ensure that white community is more prosperous compared to the black community.
