Its construction happened between 1811 and 1837 and it was halted due to the Financial Panic of 1837, which cut the monetary supplies short. However, it did manage to reach from Cumberland, Maryland, near the Potomac, towards Illinois. The road was later on continued and added to and nowadays it is known as the Historic National Road. The White House, in contrast was built much earlier, starting in 1792 and its building had nothing to do with transportation. This is why the answer is false.
