    The statement is true.

    Cultural norms are a system of beliefs and a set of practices that belong to a society, these systems of beliefs state what is wrong or right and how a certain behavior must be percieved. Therefore, the notion of proper behavior is socially constructed and it has changed through time, what was percieved as improper behavior one or two centuries ago could be seen as normal nowadays. These cultural norms can also vary across space, one example is the contrast between oriental and occidental culture.
