The United States House of Representatives has its members apportioned by the population of the state. So, as States are added or the state's population has grown, the number of representatives has also grown.

The United States Senate has its member allocated differently. Each state gets two members, regardless of population swings. So, the United States Senate will only grow if new states are added.
