In any US state, state constitutions are often a lot longer and more detailed than the US Constitution. This is because state constitutions often have to be more specific in details (or explicit) between the people and the local governments.

General or implicit language gives more room for interpretation by officials about what is legal or illegal. Explicit language provides strict limitations on what is defined as legal or illegal. Which is more preferable is often one of interpretation. Many people prefer explicit language to implicit because it is more laid out and directly expressed leaving no room for "unfairness".
