The Reconstruction policies imposed on the South by the Republican-controlled Congress include the requirement that freed slaves to be granted the right to vote because it was a citizen's right, and because they were going to recognize them as free men, they had to win the right to vote. Also, because they represented a very big portion of the southern population.

Explanation:

The reasons backing this answer are that in the first place president lincoln and his government fought to abolish slavery to recognize the slaves as freemen. Thus, they were taking them as citizens of the federation. Which made a lot of states to oppose and to fight against that idea. Nevertheless, after the war the confederates who fought against the federation's cause lost their right to vote and the new African American citizens matched the southerners voters numbers.
