    The answer is:

    There is no such thing as an specific country with that tradition. Researchers at the University of Glasgow concluded in their study that European countries and American focus more on the whole face, unlike the Easterners who look directly into the eyes.

    People's culture influences the way how individuals read facial expressions of others; although eastern cultured individuals such as Japanese tend to have a holistic approach when reading other people's emotions, considering what surrounds that other person to identify them, they tend to focus particularly on the eyes; and people from more western countries like Germany i. e., in spite of the tendency of value human independence over the individual's interconnection with the rest of the group, they tend to focus more on the entire face.
