Explanation:
Before King Henry came to the throne, the Anglo-Saxons were permitted to function according to the existing laws based on the body of rules. King Henry believed that the body of rules consists of a lot of complexities and also a number of loopholes.
Thus, he decided to establish a centralized system that would function based on common law. The system of common law is recorded to have begun in 1200 CE.
