Why was a national law against slavery needed even though the Emancipation Proclamation had been issued? Slavery was still widespread in the North. Slavery was still widespread in the South. The proclamation only applied to the Confederacy. The proclamation only applied to states in the Union.

During the end of civil war, 1865, that the Thirteenth Amendment would be approved, and slavery abolished in the entire nation. In 1863 when the Emancipation Proclamation was done, the northern government did not had complete authority on confederate states and because of it a post-war proclamation was needed.
