It means that at times, the rights and the pleasures of the people can override the principles. The world's states encourage the free expression of one's feelings without condemnation. Thus, children can engage in such activities. However, such activities are shunned by the family and they are looked down upon in disgust. Thus, they will do everything to save the children from such evils.
