Is the expression 3 squared / 3 cubed equivalent to 3 cubed / 3 squared? Explain

These two expressions are not equivalent.

If computing the value of each of the expressions proposed, the results of the calculations are the following:

3²/3³ = 9/27=1/3 3³/3²=27/9=3

Therefore according to the values obtained the two expressions are actually inverse.
