The "Federalist Papers" mainly argued that the Constitution should be changed so enslaved people would not be counted in the population. needed a bill of rights to guarantee specific protections to the people. should give more power to the states to check the power of the federal government. would ensure that a strong federal government had its power held in check by its three branches.

    The federalist papers mainly argued that the constitution should not have a bill of rights. They argued that the constitution had implied powers that did not need to be written out. They were more on the side of a stronger federal government that was checked by the three branches.
