Naturalization, that is the process of granting citizenship to people who have not so far been citizens, provides a way for people who anyway live in the country legally and are full participants in all its actions, to be a full and voting member of the society. It prevents conflicts based in discrimination, which could be possible if those people never could become full citizens.
