Time seems to be the only thing that man hasn't learned to control; but I am sure some genius like Fred Johnson is currently working on it, while sitting in a cubicle checking the four thousand emails on his Palm Pilot. What is the effect of the hyperbole used in this sentence?

I think the effect of the hyperbole is to give the reader a sense of how busy this man is, and how bad he is at using his time. Basically he seems to be a procrastinator.
