The two boards to which you refer existed to maximize production outcomes. The WIB set targets for industry to meet and, if I recall history correctly, I think they also had a hand in allocating certain strategic materials. Not sure about that. The WLB was concerned with labor unions and making sure that work continued to support the war effort. Some of our modern legislation about collective bargaining arose out of this period of time.
