    I believe the answer is: individuals could be punished including national leaders for war crimes against humanity.

    The nuremberg trials was held in order to bring justice to the nazi war criminals that played huge roles in the world war II.

    In this trial, many national leaders was convicted regardless of how high their influence was in their perspective countries.
