    A flat tax is one kind of proportional tax. Other kinds of proportional taxes include tithes, road tolls, and poll taxes.

    A flat tax means that everyone pays the same tax rate, regardless of how much money they make. For instance, someone making $1,000,000 per year and someone making $10,000 per year will both pay 5% of their income in taxes.

    Some people say that this is the most fair way to tax people, but others argue that this tax rate does much more significant damage to poor people, for whom the experience of losing 5% of their income is much more meaningful than the same experience for a millionaire. Another argument is that the economy has rewarded wealthy people more than it has rewarded poor people, so that wealthy people have a greater responsibility to pay back into the system.
